Scheme‑II (CRS – Compulsory Registration Scheme) is a registration-based scheme where manufacturers submit product test reports from BIS-recognized laboratories and provide a self-declaration of conformity. Factory audits are generally not part of the standard process. It is widely used for electronics and IT products.

FMCS (Foreign Manufacturers Certification Scheme) is a certification scheme operated by the Bureau of Indian Standards that allows manufacturers located outside India to obtain a BIS license and use the ISI Mark on products that conform to applicable Indian Standards.

Key Features of FMCS

  • Designed specifically for foreign manufacturers exporting products to India.
  • Operates similarly to the BIS Scheme‑I (ISI Mark Scheme).
  • Requires factory inspection by BIS officials.
  • Requires product testing as per the relevant Indian Standard.
  • Requires appointment of an Authorized Indian Representative (AIR).
  • Allows certified products to bear the ISI Mark with a BIS license number.
